"per" means to divide
"cent" means 100
so "percent" means divide by 100
"is" means equal

          Using the above information, then
what is 5% of 90?
         What= 5 (divide by 100) (times) 90.

          Now with a calculator, type in 5 ÷ 100 x 90 =
          and the answer turns out to be 4.5

As review, What is 28% of 1480
Answer = 414.4
